Elder Sierra Machelle Hines was born to Arthur Lee Alford and the late Faye Anne Roberts. As the sixth of eleven children, she was introduced to the things of the Lord at an early age. In her formative years, she accepted Jesus Christ as her personal Savior, and on her tenth birthday, she was baptized—marking the divine unfolding of a life set apart for Kingdom purpose. As declared in Jeremiah 1:5, “Before I formed thee in the belly I knew thee…,” her life has always been under the watchful orchestration of God’s sovereign hand.

In 2003, she was planted at City of Refuge Mission Family Worship Center, where she has served faithfully in various capacities. Endowed with a melodious and anointed voice, coupled with a deep love for worship, she has been instrumental in cultivating atmospheres where the presence of God dwells richly. Through her ministry, many have experienced healing, deliverance, and restoration—fulfilling Psalm 22:3, “But thou art holy, O thou that inhabitest the praises of Israel.”

In her adolescent years, her heart for worship gave birth to the ministry of liturgical dance, expressing the language of heaven through movement. As her spiritual journey progressed, so did the weight of the anointing upon her life. She has remained yielded to the Father, and in return, He has entrusted her to usher His people into deeper realms of glory. Her life echoes 2 Corinthians 3:18, as she continues to be “changed into the same image from glory to glory.”

Licensed as a Minister in 2015, Elder Hines often stood as one of the youngest among leadership, yet she carried a wisdom beyond her years. Esteemed and respected, she remained unwavering in the face of adversity, embodying Ephesians 4:1, “that ye walk worthy of the vocation wherewith ye are called.” She has proven that her calling is not confined to a title, but is evident in her lifestyle and consistent obedience to God.

Her ministry extends far beyond the pulpit. She is a wise counselor, a diligent student of the Word, an effective teacher, a master encourager, and a spiritual motivator. With precision and grace, she offers correction, restoration, and guidance to those entrusted to her care. As a prophetic voice and seasoned seer, she discerns the times and seasons, releasing insight that transcends barriers—racial, denominational, social, economic, and generational. According to Amos 3:7, “Surely the Lord God will do nothing, but he revealeth his secret unto his servants the prophets.”

On April 18, 2026, in a moment of divine affirmation, Elder Sierra Hines was publicly installed as Co-Pastor of City of Refuge Mission Family Worship Center—an elevation that reflects both her faithfulness and Heaven’s endorsement. Indeed, her life bears witness to Luke 16:10, “He that is faithful in

that which is least is faithful also in much.”

On April 25, 2020, she entered into Holy Matrimony with Apostle Daniel Hines.

Their union is not merely covenantal, but Kingdom-assigned. From this sacred

union came their precious daughter, Amelia Grace Hines—a promise and a

legacy. Together, Apostle and Elder Hines stand as a formidable apostolic and

prophetic force, leading the body of believers affectionately known as “the City

folk.” They are committed to the holistic enrichment and spiritual maturation of

God’s people.

Their “I do” was not only spoken to one another, but first unto the Lord—an

eternal yes that continues to echo through their service, sacrifice, and steadfast devotion. As it is written in Joshua 24:15, “As for me and my house, we will serve the Lord.”
