Meet The Team

Apostle Hines serves as Senior Pastor, as well as founder and Presiding Prelate of City of Refuge Ministries Worldwide - a global fellowship of churches and ministries.

Not only serving as Co-Pastor, Elder Hines also serves as Worship Leader, Teacher, Counselor and assists with the Women's Ministry as well.

With more than 40 years of service to the Federal Aviation Administration, and a lifetime of service to the Kingdom, Elder Hines brings his executive and organizational skills to the Ministry.

Having served in the professional world with nearly 40 years in Customer Service and Human Resources Management, Elder Johnson's love for Christ allows her to utilize her professional skills to advance the Kingdom.

As an US Army Veteran, we are thankful for his service to our country. As one of the first members of City of Refuge in 1983, we are thankful for Elder Whing's faithful commitment and continued service to the ministry from its beginning.
